Granting permission is not a structure. Having good intention is not a system. Empowerment begins with design.
Granting permission is not a structure. Delegation transfers a task. Empowerment transfers the conditions to own it. The chapter sets out three preconditions that must be present before authority will hold: clarity of domain, capability alignment and a safety net for failure.
You cannot delegate your way to empowerment. You can only design your way there.
